2010年6月5日，欧洲经济研究中心Andreas Löschel博士应邀访问我所能源与环境政策研究中心，并做了题为《Recent developments in EU Climate Policy - Looking at Competitiveness and Leakage》的学术报告。

　　Andreas Löschel博士讲解了目前欧盟的气候变化政策对欧洲产业竞争力和碳泄露的影响，介绍了应用一般均衡模型PACE进行政策模拟的结果，对电力、水泥、钢铁、铝和石油行业进行了实证分析，研究结果显示基于部门的减排政策(边境调节税)对世界范围内的减排效果作用较小。

　　Andreas Löschel博士还介绍了欧洲经济研究中心（Center for European Economic Research，简称“ZEW”）的组成以及研究领域，并表示与我所能源与环境政策研究中心有很多共同的研究领域，欢迎中心的研究人员到ZEW访问交流。

　　报告会由蔡圣华副研究员主持，我所研究人员、研究生以及其他单位的研究人员20余人参加了报告会。大家还就能源经济学的研究方法进行了热烈的讨论。

　　Andreas Löschel is head of the department "Environmental and Resource Economics, Environmental Management" at ZEW since August 2007. Between 2005 and 2007, he was working as Scientific Officer for the European Commission at the Institute for Prospective Technological Studies, Seville, Spain. Before, he worked - first as a visiting scientist, then as a fellow researcher (October 2001), and from January 2003 onwards, as a senior researcher - at ZEW.
